Upon acceptance of any benefits-eligible position at Montgomery College, newly hired employees must make an irrevocable decision to enroll in the Maryland State Retirement System (Pension or Optional Retirement Plan) on or before their date of hire, per state law. Please note that previous Maryland State Retirement System service may* transfer from institution to institution for MSRS retirement benefit eligibility, but does not transfer from another institution to Montgomery College for retiree health insurance benefit eligibility. Employees must have 15 years of benefits-eligible service at Montgomery College for retiree health insurance benefits subsidized at 40% and 20 years of benefits-eligible service at Montgomery College for retiree health insurance benefits subsidized at 60%.
* If you withdrew all contributions and interest, then you have to start all over again.

If a newly hired employee was previously employed by the State of Maryland or another participating entity, they must enroll in the same Maryland State Retirement System plan at Montgomery College as their previous enrollment (pension or optional retirement plan), per state law. Failure to do so may result in penalties.

If a newly hired employee is already retired from the Maryland State Retirement System (Pension or Optional Retirement Plan), they may not re-enroll in either plan while employed at Montgomery College, per state law. ORP does not keep track of retirees.

If a newly hired employee is already retired from the Maryland State Retirement System (Pension or Optional Retirement Plan), they may have earnings limitations for any position at Montgomery College. It is the employee's responsibility to notify the state of re-employment and to monitor any applicable earnings limitations.
